Tenant Who Moved Out Can't Appeal Rent Restoration Order

Rent-stabilized tenant complained of a reduction in services, claiming vermin infestation. The DRA ruled for tenant and reduced his rent. Landlord later applied for a rent restoration based on restoration of services. The DRA ruled for landlord after inspection. Tenant appealed and lost. The DHCR sought to re-inspect the apartment based on tenant’s PAR. But tenant had by then moved out of the apartment. Tenant no longer had any legal standing to pursue his claim.
