Tenant Was Credited for Overcharge

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that the DRA didn't consider two voluntary rent cuts and credits in calculating tenant's legal rent. The DHCR ruled for landlord. Tenant had been overcharged, but landlord gave tenant a full credit before the DRA issued its order. So, the DHCR revoked the overcharge finding.
