Tenant Was Able to Return to Her Apartment

Tenant complained of a reduction in services. Tenant had to move out temporarily because of apartment conditions that made the apartment uninhabitable. The DRA ruled for tenant and reduced her rent to $1.00 per month. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord, and tenant appealed. Although tenant moved back into her apartment on Oct. 25, 2002, she claimed that services weren't fully restored until June 19, 2003. The DHCR ruled against tenant. Tenant submitted no proof that services weren't restored.
