Tenant Wants Reimbursement for Reinstallation of Appliances

Rent-controlled tenant complained of a reduction in services. Tenant claimed that he was forced to reinstall at his own expense his air conditioner, window gates, and venetian blinds after landlord installed new apartment windows. Landlord didn't reinstall the appliances or reimburse tenant for these costs. The DRA ruled against tenant and tenant appealed. The DHCR found no reduction in services for which a rent reduction applied. Tenant didn't claim that there were any defective conditions or services not provided.
