Tenant Wants Inspection on Rainy Day

Tenant complained of a reduction in services, claiming lack of adequate water drainage and water accumulation in an area adjacent to his apartment. An inspection showed no problem. The DRA ruled against tenant and dismissed the complaint. Tenant appealed. Tenant argued that the DRA inspected on a dry, sunny day and should have reinspected after a rainfall when the problem occurred. The DHCR ruled against tenant. Tenant had claimed that water accumulated ``for weeks.'' Therefore it shouldn't have mattered when the inspection took place.
