Tenant complained of a rent overcharge. The DRA ruled for tenant and ordered landlord to refund $7,200, including triple damages. The DRA disallowed a rent increase based on claimed apartment improvements. Landlord appealed and lost. Landlord's contractor was a tenant in another of landlord's buildings. The contractor's bills weren't on company stationery. Landlord claimed that the contractor did renovation work costing $5,800. Tenant said no renovation work was done. Instead, the apartment was in poor and dirty condition when he moved in. Landlord submitted no response.
