Tenant Said Landlord Restored Services

Tenant complained of a reduction in services. The DRA ruled for tenant and cut her rent. Landlord later applied for a rent restoration; landlord claimed services had been restored. The DRA ruled for landlord only in part. An inspection showed that two bedroom windows had ill-fitting venetian blinds. Landlord appealed. The DHCR ruled for landlord. Tenant responded to landlord's application to restore rent by stating that landlord had restored the venetian blinds and window screens.

Since tenant stated this repeatedly throughout the proceeding, there was no reason to give landlord only a partial rent restoration.
