Tenant’s Fair Market Rent Appeal Was Untimely

Tenant complained of rent overcharge. The DRA ruled against tenant, who appealed and lost. Tenant claimed landlord didn’t give her an initial rent registration form, so tenant was entitled to file a fair market rent appeal. But if landlord failed to give tenant an initial rent registration for the apartment, that gave tenant the right to file a fair market rent appeal only if she did so within four years after the vacancy that resulted in decontrol.
