Tenant Refused to Allow Painting of Bathroom Ceiling

Tenant complained of a reduction in services based on problems with his bathroom ceiling. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration. Landlord claimed that tenant wouldn't allow his employee to make the needed repairs. The DRA ruled for landlord. Tenant appealed and lost. Tenant refused to allow repair work to be done during a no-access inspection ordered by the DHCR. And tenant admitted that he refused to let landlord make repair work.
