Tenant Prevented Landlord from Entering Apartment During DHCR Inspection

Rent-stabilized tenant complained of a reduction in services. The DRA dismissed tenant's complaint. Tenant appealed and lost. The DHCR scheduled an inspection at the apartment and advised both sides. When the DHCR's inspector arrived, he found the police there because tenant wanted them to prevent landlord's managing agent from entering the apartment. The supervisor for the DHCR's inspector advised that tenant should permit landlord to enter in order for the inspection to proceed. Tenant refused, and the DHCR terminated the inspection.
