Tenant Overcharged Roommate, But Roommate Stopped Paying Rent

Rent-stabilized tenant's roommate complained that tenant overcharged him by charging him a disproportionate share of the apartment rent. The DRA ruled against the roommate because, although he was overcharged on a monthly basis, he stopped paying rent at some point. So, on balance, there was no overcharge. The roommate appealed and lost. No monetary relief was due for rent charged but not paid. And the DHCR wouldn't consider new evidence that the roommate submitted for the first time on appeal.
