Tenant Lived in Building Over 20 Years

Landlord asked the DRA for permission to evict rent-stabilized tenant so landlord could recover the apartment for use by his own family. The DRA ruled against landlord because tenant had lived in the apartment for over 20 years. Landlord appealed, claiming that tenant hadn't lived in the apartment for that long. The DHCR ruled against landlord. Among other things, tenant had submitted a letter from his high school stating that tenant had lived in the apartment since at least 1961, when he had been attending high school.
