Tenant with Life in 'Chaos' Excused for Not Answering Deregulation Notice

Landlord applied for high-rent/high-income deregulation of tenant's rent-stabilized apartment in 2015. The DRA ruled for landlord based on tenant's failure to respond to the DRA's notice of the application and failed to provide required income verification information. Tenant appealed, and the case was reopened. Tenant argued that her household income was below the annual deregulation threshold in both 2013 and 2014.
