Tenant Left Crates in Street

DOS issued landlord a violation notice for leaving crates in the street in front of the building. The ALJ fined landlord $100, and he appealed. Landlord argued that the crates were in the street temporarily while they were in the process of being delivered to tenant. The ECB revoked the fine. There was no proof that landlord had permitted tenant to leave the crates in the street, and they were there for only a short time during their delivery.
