Tenant Installed Window Gate

Tenant complained of a reduction in services based on illegal window gates in his apartment. The DRA ruled against tenant because landlord and tenant had resolved the issue before tenant filed his complaint. Tenant appealed, claiming that he'd replaced the window gates after negotiating with landlord. He claimed that he was entitled to compensation from landlord for the new window gates. The DHCR ruled against tenant. Tenant admitted that he had window gates, so there was no service reduction.
