Tenant Installed Floor Tile

Tenant complained of a reduction in services. She said that her kitchen floor covering needed repair. Landlord argued that tenant had installed the floor tile in question. The DRA ruled against tenant. Tenant appealed and lost. Tenant didn't deny that she had installed the floor tile. It wasn't landlord's responsibility to maintain the floor tile installed by tenant.
