Tenant Hostile During Inspection

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord applied for restoration of tenant's rent based on tenant's not providing access for a DHCR inspection. The DRA ruled for landlord, and tenant appealed, claiming that she refused access because the inspector took her by complete surprise. The DHCR ruled against tenant. The DHCR inspector had reported that tenant was hostile and accused the inspector of working with landlord. The inspector was unable to conduct the inspection due to tenant's conduct.
