Tenant Didn't Submit Marriage Certificate with Request to Add Spouse to Lease

Rent-stabilized tenant complained that landlord refused to add the name of tenant's wife to tenant's lease. The DRA asked tenant to submit a copy of his marriage certificate. When tenant failed to do so, the DRA dismissed tenant's complaint. Tenant appealed and submitted a copy of the marriage certificate for the first time on appeal. The DHCR ruled against tenant. Tenant failed to submit the requested information to the DRA and offered no explanation for not doing so. So the DRA properly dismissed tenant's complaint.
