Tenant Didn't Respond to DHCR Notice

Tenant complained of a reduction in services, based on leaks in her apartment. The DRA closed tenant's complaint file without ruling on the issues raised in the complaint. Tenant appealed and lost. Landlord had answered tenant's complaint, stating that repairs were done and tenant was given a rent credit. The DRA sent tenant notice of landlord's answer and advised her that if there were still unresolved issues, she must reply within 21 days. The DRA's records contained no reply from tenant. Tenant claimed she did reply but her copy of the reply contained no DHCR date stamp.
