Tenant Didn't Prove Racial Discrimination

Tenant sued landlord for racial discrimination after landlord refused to rent an apartment for low-income individuals to tenant. Tenant claimed that landlord violated the Fair Housing Act. The court ruled against tenant. A state court had already ruled that tenant didn't qualify for an apartment in the building because of his credit history, criminal record, and income level. Tenant also claimed fraud by landlord but didn't specify any materially false factual misrepresentations by landlord.
