Tenant Didn't Prove Leases Were Fraudulent

Tenant complained of a rent overcharge. Landlord and prior landlord submitted rent history records showing no overcharge. Tenant claimed that both landlords' leases were fraudulent. The DRA held a hearing. Tenant claimed that the apartment had been vacant during a period for which landlord had submitted a lease. Tenant based her claim on a conversation with other tenants, but produced no proof. The DRA ruled for landlord, and tenant appealed---still claiming that landlords' leases were fraudulent. The DHCR found no proof that landlord and prior landlord had made up false leases.
