Tenant Didn't Give Access to DHCR Inspector

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord later applied for a rent restoration. Landlord claimed that tenant would not provide access for repairs. The DRA scheduled a no-access inspection, but tenant didn't answer the door. The DRA then ruled for landlord. Tenant appealed and lost. Tenant claimed that she was home all day on the scheduled date and that the inspector didn't show up for the no-access inspection. But the inspector's report stated that he was at tenant's apartment on the scheduled inspection date.
