Tenant Didn't File Challenge on Time

Tenant filed a challenge to landlord's 2002 fuel cost adjustment report. The DRA dismissed tenant's challenge because it was filed late. Tenant appealed and lost. Tenant was required to file any challenge to the fuel cost adjustment report within 33 days of getting it. Tenant didn't file his challenge until almost four months after getting the fuel cost adjustment report.
