Tenant Didn't Complain About Leaky Faucet

Tenant complained of a reduction in services. The DRA ruled for tenant based on an inspection report of a leaky kitchen faucet and reduced tenant's rent. Landlord appealed, claiming that tenant didn't complain about the kitchen faucet. The DHCR ruled for landlord and revoked the rent cut. Tenant had complained about a leak in the kitchen pipes, not in the faucet. The inspector found no leak in the pipes.
