Tenant Didn't Complain About Discontinuance of Elevator Service to Basement

Tenant complained of a reduction in services relating to elevator service. The DRA ruled against tenant, and tenant appealed, arguing that access was provided to the basement by elevator for garbage disposal from 1961 until landlord discontinued the service in 1993. The DHCR ruled against tenant. This claim wasn't part of tenant's original complaint. Tenant had instead complained about elevator conditions, such as a defective call button and doors that opened and closed repeatedly. The DHCR inspector found no problem with the elevator.
