Tenant Didn't Abandon Claim

Tenant complained of a reduction in services based on landlord's failure to paint the apartment. The DRA ruled for tenant, and landlord appealed. Landlord claimed that tenant agreed the painting should be delayed pending the determination of a related claim concerning the apartment walls. The DHCR ruled against landlord. Tenant hadn't abandoned the painting claim. And landlord was required by law to paint tenant's apartment every three years.
