Tenant Denied Access for Repairs

Landlord later applied for rent restoration and lost. The DRA found that not all of the services had been restored. Landlord appealed and won. Landlord claimed that tenant didn't allow access to complete the repairs. U.S. Postal Service Web site records showed that two certified letters from landlord were delivered to tenant.
