Tenant Denied Access for Final Inspection

Tenant complained of reduced services. The DRA ruled for tenant and reduced her rent. Landlord later asked the DRA to restore tenant's rent. Landlord claimed that tenant wouldn't give access for repairs. The DRA arranged for several inspections of the apartment and finally set a date for a no-access inspection to finish repairs. Tenant didn't give access on that date, and the DRA restored tenant's rent. Tenant appealed and lost. Although tenant may not have deliberately prevented landlord from restoring services, tenant got sufficient notice of the no-access inspection.
