Tenant Denied Access and Inspector Found No Conditions

Tenant claimed that the hallway electrical fixture in her apartment hadn't worked since flood waters came down into her apartment. Landlord said it made two attempts to gain access for inspection and repair, but tenant failed to grant access.

DHCR inspection found no proof of a collapsed or collapsing ceiling in the bathroom, no proof of cascading water or soaking electrical fixtures in various apartment areas, and no proof that the light fixture didn't work. The complaint was properly dismissed.
