Tenant Denied Access

Tenant complained of reduced services based on problems with his refrigerator. The DRA ruled for tenant and reduced his rent. Landlord then applied to restore the rent. The DRA denied landlord's application, finding that landlord hadn't corrected the problems. Landlord appealed, claiming tenant had refused access for repairs and that landlord had raised this issue before the DRA. The DHCR ruled for landlord and revoked the rent cut. Landlord showed that tenant also brought an HP proceeding against landlord for the same condition. Two court orders had been issued.
