Tenant Consented to Rent Hike for New Dishwasher

Tenant complained of a rent overcharge. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the DRA didn't include a $7 rent increase taken for installation of a new dishwasher in tenant's apartment. Tenant had agreed to this increase in writing. The DHCR ruled for landlord. The DRA never asked landlord for proof of any apartment improvements; only leases were requested. So landlord's proof---that is, an invoice and agreement signed by tenant---could be accepted with landlord's PAR.
