Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that a rent increase should've been allowed for improvements made to tenant's apartment. The DHCR denied landlord's PAR. Rent increases for the countertop and sink installed by landlord were disallowed because they were installed after tenant moved into the apartment, and tenant didn't consent in writing to the increase.
