Tenant Complained Only About MCI Rent Hike

Tenant complained of a rent overcharge. The DRA ruled for tenant and reduced his rent. Landlord appealed. The DRA treated tenant's complaint as one of general rent overcharge. But tenant complained only that he was overcharged by landlord's collection of an MCI rent increase. The DHCR ruled for landlord. The DRA should have treated tenant's complaint as one for specific rent overcharge. And landlord was entitled to collect the MCI rent increase. So there was no rent overcharge.
