Tenant Claims She Paid for Stove Repairs

Tenant complained of reduced services based on a defective stove. The DRA ruled against tenant because tenant admitted that the stove had been repaired. Tenant appealed, arguing that the stove was repaired only because she hired a repairman to do the work. The DHCR ruled against tenant. Since the stove was repaired, the DHCR couldn't reduce tenant's rent based on reduced services. Tenant would have to sue landlord in court if she wasn't being compensated for her expense.
