Tenant Claims She Couldn't Reinstall Air Conditioner

Tenant complained of a reduction in services. She said that landlord removed her window air conditioner when he did work at the building and that she couldn't reinstall it because a storm window was broken. The DRA ruled for tenant and reduced her rent. Landlord appealed. Landlord had tenant remove the air conditioner while he did pointing work outside the building. Landlord also replaced windows in the building, but tenant refused to let him replace hers. The DHCR ruled for landlord. An inspection showed there was nothing wrong with the window.
