Tenant Claims Hallway Lighting Inadequate After Sunset

Tenant complained of a reduction in services due to inadequate lighting in the hallway. The DRA ruled against tenant. Tenant appealed and lost. The super had turned the lights on for the DHCR inspector to show that they worked. The lighting was adequate when the lights were turned on. But landlord operated the lights only from sunset to sunrise. This was all that was required under the Housing Maintenance Code. If tenant believed that the lighting was inadequate after sunset, he must contact HPD. The DHCR can't conduct nighttime inspections.
