Tenant Claimed Only That Apartment Hadn’t Been Registered

Rent-stabilized tenant complained of rent overcharge. Specifically, tenant claimed that there were missing annual apartment registrations. The DRA found that landlord filed 2011 and 2012 registrations in 2012, and filed the 2013 and 2014 registrations in 2015 after tenant filed the complaint. The DRA directed landlord to file the 2015 registration. Tenant appealed and lost. Tenant claimed that she never received notice that annual registrations were filed, and that she was overcharged. But tenant had complained specifically only that annual registrations hadn’t been filed. So the DRA couldn’t consider tenant’s claim that her rent exceeded the lawful guidelines increases.
