Tenant Caused Freezer Problem

Tenant complained of a reduction in services. The DRA ruled for tenant in part. Tenant appealed, claiming that his refrigerator didn't work properly. The DHCR ruled against tenant. An inspection showed that the refrigerator worked properly. There was a leak from the freezer, but this was caused by a buildup of ice and tenant's failure to defrost the unit.
