Tenant Can't Complain About Condition in Another Apartment

Tenant complained of reduced services in Apt. 18A. Landlord argued that tenant lived in another apartment, not Apt. 18A. A DHCR inspector found cracks, and peeling paint and plaster in Apt. 18A, and the DRA cut complaining tenant's rent. Landlord appealed, and the DHCR revoked the rent cut. Tenant who'd filed the complaint lived in Apt. 18B, not Apt. 18A, and can't get a rent cut for defects in another tenant's apartment.
