Tenant Canceled Inspection

Tenant complained of a reduction in building-wide services. He claimed that a faulty water pump vibrated and kept him awake at night. The DRA scheduled an inspection. Tenant canceled the inspection date, stating that the vibrating water pump was heard only at night; a daytime inspection would be useless. The DRA ruled against tenant. Tenant appealed, now claiming that the vibrating occurred all day and night and that a new inspection should be scheduled. The DHCR ruled against tenant. The DRA's order was proper. Tenant had canceled the scheduled inspection.
