Tenant Bought New Refrigerator

Tenant complained of reduced services based on an inoperable refrigerator. The DRA ruled against tenant, and tenant appealed. Tenant claimed that the DRA hadn't conducted an inspection. Landlord claimed that it offered to buy tenant a new refrigerator or to reimburse tenant for her purchase of a refrigerator but that tenant had refused all offers. The DHCR ruled against tenant. Tenant had advised the DRA that she bought her own new refrigerator and that she preferred to keep it. So no inspection was necessary.
