Tenant Acknowledged Improvements on ''Move-In'' Sheet

Tenant complained of a rent overcharge. The DRA ruled against tenant, finding no rent overcharge. Tenant appealed, claiming that the DRA incorrectly found that landlord had made 1/40th apartment improvements. The DHCR ruled against tenant. Landlord submitted sufficient proof of the improvements. This included a ''move-in sheet'' with tenant's signature, which contained an itemized list of the claimed apartment improvements.
