Tarnished Brasswork Is Minor

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Among other things, the DRA found that brasswork in the building was tarnished. Landlord appealed, claiming that the brasswork had been polished prior to inspection. The DHCR ruled for landlord. Tarnished brasswork in itself isn't a service reduction unless the tarnish results in equipment malfunction.
