Subtenant Overcharged

Subtenant complained of a rent overcharge by rent-stabilized tenant. The DHCR ruled for subtenant and awarded triple damages for a willful rent overcharge. Tenant appealed. The court and appeals court ruled against tenant. Subtenant's complaint was on time, and the DHCR's ruling wasn't irrational, arbitrary, or capricious.
