Structural Supports Installed Without Permit Wasn't Pre-Existing Condition

DOB issued a violation notice to landlord for installing without a permit new wood structural supports in the building cellar for falling floor joists. Landlord claimed that this work was a pre-existing condition, done before it bought the building. The ALJ ruled against landlord, finding that the work looked new. Landlord was fined $1,600. Landlord appealed and lost. Landlord presented a single sworn statement from the building super in support of its claim, but that statement provided insufficient detail. And no other proof of pre-existing condition was submitted.
