Stoop Work Doesn't Qualify

Landlord applied for MCI rent increases based on a number of improvements. The DRA ruled for landlord in part, but disallowed any increases for a stoop and new sidewalks. Landlord appealed. The DHCR ruled against landlord. This work doesn't qualify as an MCI. Stoop work doesn't qualify unless landlord replaces all exterior stairs. Landlord didn't do so in this case.
