Stairway/Landing Conditions Weren't Minor

Tenants complained of a reduction in building-wide services based on various conditions. The DRA ruled for tenants and reduced their rents. Among other things, DHCR inspection found that the covering on the stairway steps and landing throughout the building, along with stairway walls between the first and third floors wasn't maintained. Landlord appealed and lost, claiming that the DRA's decision was arbitrary and unreasonable. Landlord argued that the conditions were cosmetic and didn't warrant a rent reduction. The DHCR ruled against landlord.
