Sprinkler Main Replacement Doesn't Qualify

Landlord applied for MCI rent hikes, based on the replacement of a sprinkler main from the street to the sprinkler risers in the building's basement. The DRA ruled against landlord, and landlord appealed. The DHCR again ruled against landlord. To qualify as an MCI, a sprinkler main replacement must be accompanied by the building-wide installation of hot and/or cold water risers, returns, and branches, and/or new hot and/or cold water overhead mains installed in the basement with all necessary valves. Landlord didn't do this additional work.
