Tenants complained of a reduction in services due to a decrease in basement storage service. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on restoration of service. The DRA ruled for landlord. Tenants appealed, claiming that new storage bins supplied by landlord were smaller than the old ones. The DHCR ruled against tenants. There were 23 storage bins for 22 tenants. The new bins were substantially the same as the old ones. The difference in size was minor and didn't represent a failure to restore this service.
