Tenants complained of a reduction in building-wide services. The DRA ruled for tenants, and landlord appealed, claiming that replacement of the building's entrance canopy was proper and didn't constitute a reduction in services. The DHCR ruled for landlord. Replacement of the old full-size canopy with a smaller one was a minor condition that didn't warrant a rent reduction. This condition was removed from the list of other conditions which were the reasons for the rent reduction.
